The draft resolution is designed to provide a legal foundation for implementing the nationally important project, which is expected to play a strategic role in strengthening regional connectivity, easing traffic pressure on downtown Hanoi, expanding space for socio-economic development, and completing the regional expressway network.

Through two discussions, participants focused on identifying Vietnam’s international cooperation needs in science, technology, innovation and digital transformation, as well as opportunities, priority partners and measures to enhance the role of the diplomatic sector and Vietnamese representative missions abroad.

Discussing regional and international issues, the two sides stressed the importance of maintaining peace, security, safety and freedom of navigation and aviation, while supporting the peaceful settlement of disputes in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Meanwhile, people-to-people diplomacy has seen positive changes in its thinking, content and methods, with an expanding network of partners and more active and substantive participation in regional and international people-to-people mechanisms.

Party General Secretary and President To Lam said the current Party Statutes remain fundamentally valid but must also respond to emerging issues such as administrative apparatus restructuring, the two-tier local administration model, decentralisation, control over the exercise of power and digital transformation.

On behalf of the Party Central Committee, Party General Secretary and State President To Lam signed Resolution 19-NQ/TW on July 28, 2026 on renovating Vietnam's development model. The resolution aims to help realise the country's aspiration of becoming a high-income developed nation by 2045.

To avoid squandering opportunities and falling behind, the legal and institutional systems must undergo a top-to-bottom review, with legislation brought closer to reality and, where needed, designed to “stay ahead” to create growth rather than scrambling to plug holes after a crisis hits, said Party General Secretary and President To Lam.

According to the National Statistics Office (NSO) under the Ministry of Finance, inflation remained under control, with the consumer price index (CPI) edging down 0.1 per cent in July from the previous month. Average CPI in the January-July period rose an estimated 4.39 per cent year-on-year, staying within the yearly target.

Lawmakers later held group discussions on the draft Law on the Prevention of the Proliferation of Weapons of Mass Destruction, the draft law revising nine military and defence laws, and the revised Law on Law Dissemination and Education.

Minister of Public Security Luong Tam Quang said the proposed resolution on special mechanisms for handling legal violations related to the State and private sectors and the application of science, technology, innovation and digital transformation aims to provide a legal basis to protect dynamic and innovative officials who dare to think and act for the common good.

Overall, strong first-half performance has prompted several international institutions, including Standard Chartered, UOB and DBS, to raise their growth forecasts for Vietnam. Standard Chartered projects GDP growth of 9.5 per cent in 2026 and 11 per cent in 2027.
