Prime Minister Pham Minh Chinh’s working trip to Laos underscores the two countries' determination to promptly implement high-level agreements between the two Parties, contributing to stepping up bilateral cooperation, and reflecting the determination of the two Governments to realizing the Politburos’ agreements.

The historic victory profoundly changed the nation’s destiny, ushering in a new era of independence, unity and development, and ensuring a peaceful, prosperous and happy life for all ethnic groups in Laos.

The two sides also discussed ways to deepen information exchange, particularly on theoretical and practical issues arising from each country’s renewal, development and international integration processes.

Lawmakers are expected to scrutinse the investment policy for the National Target Programme on modernising and improving the quality of education and training in the 2026-2035 period.

Both sides are also stepping up collaboration with other ASEAN members to build the ASEAN Community and preserve the grouping’s unity and consensus on strategic regional issues.

Commenting on the draft amended Law on Geology and Minerals, many deputies highly agreed with the inclusion of a separate chapter on rare earths.

The two sides reviewed the current state of bilateral cooperation across different sectors and acknowledged the efforts of both countries’ ministries and agencies in implementing agreements reached by high-ranking leaders, in line with the Comprehensive Strategic Partnership and each country’s development interests.

The Party chief affirmed that overseas Vietnamese are an inseparable part of the nation and that the Party and the State will continue improving policies to support investment, study, research, start-ups, Vietnamese-language teaching, knowledge transfer, and cultural and people-to-people exchange activities.

At the talks, the two sides discussed recent developments in cooperation between the two countries and the two parliaments, as well as regional and international issues of mutual concern.

President Lương Cường said he believes that with goodwill and joint efforts, the Việt Nam-Brunei Comprehensive Partnership will continue to flourish, contributing to a united, resilient and prosperous ASEAN Community, for the benefit of their people and for peace, stability, cooperation, and development in the region and beyond.

NA Chairman Trần Thanh Mẫn described the four items discussed at the meeting as particular significance as they provide strategic direction for the entire tenure, forming an effective “operational toolkit” to strengthen discipline and order within the NA Party Organisation.

Party General Secretary Tô Lâm suggested several measures to strengthen ties between the two NAs, including continued exchanges and sharing of experience in areas of shared concern, especially in institutional building, legal system development, supreme oversight, and decision-making on significant national matters.

While acknowledging progress in the work, Prime Minister Phạm Minh Chính pointed out a number of shortcomings, emphasising that corruption, wastefulness, and negative phenomena have continued to pose threats to the survival of the Party and the regime.

The NA Standing Committee will give opinions on revisions to key draft laws during its 52nd session, scheduled to open on December 2.

With the determination, wisdom, perseverance and creativity of the two Parties and States, the aspirations of the two peoples, Việt Nam and Laos will enter a new phase of strategic cohesion that is deeper, more effective, and more sustainable, said Party leader Tô Lâm.

Legislators agreed that identifying rare earths as an important resource that must be managed at the national level is consistent with the long-term development needs of the country.

The training course also holds special significance as this is the first time UNITAR, Canada, and Việt Nam have co-organised an in-depth training programme on gender military advising for UN peacekeeping operations, with the participation of officers from many countries in the region and around the world along with UN experts and lecturers.

Việt Nam and Brunei have always maintained close and friendly relations since the establishment of their diplomatic ties, and have especially strengthened cooperation since the upgrade of the ties to a Comprehensive Partnership in 2019.
