Total state budget allocation for the national target programme on building new-style rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the 2026–2030 period is around 423 trillion VND (16 billion USD), including about 100 trillion VND from the central budget and 300 trillion VND from local budgets. By 2030, Vietnam strives to increase per capita income of rural residents to 2.5–3 times the 2020 level, and raise average income of ethnic minority people to at least half of the national average. By 2035, per capita income of rural residents is hoped to rise at least 1.6 times from the 2030 level, with ethnic minority income equivalent to at least half of the national average.
