Prime Minister Pham Minh Chinh arrived in Kuala Lumpur in the early hours of October 26 to attend the 47th ASEAN Summit and related meetings from October 25–28 at the invitation of Malaysian Prime Minister Anwar Ibrahim.

Vietnam has been actively supporting the United Nations’ reform process, and the UN strongly encourages the Southeast Asian nation to continue voicing its support for efforts to make the organisation more effective, efficient, and responsive to global challenges.

During his three-day stay in Kuala Lumpur, PM Phạm Minh Chính is scheduled to attend and deliver remarks at sessions of the 47th ASEAN Summit; take part in the ASEAN Awards Ceremony and the signing ceremony of the Declaration on Timor-Leste’s Admission to ASEAN

Prime Minister Pham Minh Chinh and United Nations Secretary-General António Guterres met with the press in Hanoi on October 25 following the signing ceremony of the UN Convention against Cybercrime (also known as Hanoi Convention).

Expressing his joy and deep affection for Việt Nam, Secretary-General Antonio Guterres said he greatly admires Việt Nam's struggles for independence and reunification, as well as its impressive socio-economic progress and double-digit growth target for the coming years.

Taking place from October 25–28, the 47th ASEAN Summit and Related Meetings are the most important and extensive events of Malaysia’s ASEAN chairmanship this year, drawing the participation of leaders from bloc member states, Timor-Leste, and partner countries.

The sideline discussion aimed to foster a multi-dimensional dialogue to put into practice the spirit of the Hanoi Convention, focusing on safeguarding vulnerable groups – particularly children and young people – from increasingly complex forms of cybercrime.

Party General Secretary Tô Lâm affirmed that, as an integral part of the international community, Việt Nam is proactively harnessing the potential of cyberspace and cyber-related technologies for development.

The trips were not only the first official visits by a Vietnamese Party leader to Finland since the establishment of diplomatic ties in 1973 and to Bulgaria since 1990, but also the first by a General Secretary of the Communist Party of Việt Nam (CPV) to the Nordic and Balkan regions.

Amid a rapidly changing and complex global and regional landscape, they agreed that the upcoming summits represent a crucial opportunity for ASEAN to reaffirm its solidarity and centrality, advance efforts toward building an inclusive and sustainable ASEAN Community, and strengthen partnerships with external partners.

Minister of Public Security Gen. Lương Tam Quang and Ghada Waly, UN Under Secretary-General and Executive Director of the UN Office on Drugs and Crime (UNODC) agreed to continue promoting the existing cooperation mechanisms such as the Border Liaison Office (BLO) network to strengthen coordination against transnational crime.

State President Lương Cường underscored that the memorable moments of the signing ceremony have made the Hanoi Convention a new landmark in Việt Nam’s journey of integration, and for Hà Nội itself, a city where the past is preserved, the present is connected, and the future is unfolding through technology and knowledge.

Australian Assistant Minister for Foreign Affairs and Trade Matt Thistlethwaite stressed that cybercrime knows no borders, as it threatens every nation. That’s why this Hanoi Convention matters.

Prime Minister Pham Minh Chinh emphasized that digital transformation is not only an inevitable global trend and an objective requirement but also a strategic choice and top priority for every nation striving for fast and sustainable development.

PM Phạm Minh Chính pledged that Việt Nam will fully and seriously fulfil its obligations, working hand in hand with other member states to implement the convention to ensure that no one is left behind in the digital era.

Welcoming the Việt Nam visit by the UN Secretary-General, NA Chairman Trần Thanh Mẫn expressed his belief that the trip will create new momentum for the Việt Nam – UN partnership, contributing to further strengthening their nearly 50-year cooperation for peace and development.

Deputy Minister of Public Security Phạm Thế Tùng said that Vietnamese authorities have stepped up public awareness campaigns to prevent online scams.

The UN Secretary-General expressed his strong expectation and confidence that Việt Nam will continue to uphold and promote its role, standing, and reputation to contribute to shaping a new structure of international relations, especially amid today’s rapidly changing and complex global political landscape.

Party General Secretary Tô Lâm affirmed that Việt Nam is fully aware of its responsibility and stays ready to engage in addressing global challenges, including peacekeeping, conflict settlement, sustainable development, human rights protection, and climate change.

The expectation was shared at the first high-level plenary session within the framework of the Signing Ceremony and High-Level Conference of the United Nations Convention on Countering Cybercrime (The Hanoi Convention) that took place on Saturday afternoon in Hà Nội.
