HÀ NỘI – Prime Minister Phạm Minh Chính on Tuesday issued disciplinary measures against Minister of Labour, Invalids and Social Affairs Đào Ngọc Dung and former Minister Phạm Thị Hải Chuyền for their misconduct.

The PM decided to reprimand Dung for the violations and shortcomings during his tenure as the head of the Ministry of Labour, Invalids and Social Affairs (MoLISA) from 2016 to 2021.

Meanwhile, the PM gave a warning to Chuyền for the wrongdoings and mistakes during her tenure as the MoLISA head in the 2011-2016 period.

Earlier, a reprimand and a warning were respectively issued for Dung and Chuyền by the Politburo and the Party Central Committee's Secretariat at a meeting held on April 19.

At that meeting, after considering proposals from the Party Central Committee’s Inspection Commission, the Politburo and the Party Central Committee’s Secretariat concluded that the Party delegation to MoLISA in the 2011 - 2016 tenure and the 2016 - 2021 tenure violated the principle of democratic centralism, the Party’s regulations, the State’s laws and working rules, and showed a lack of responsibility and relaxed leadership and direction, leading to many violations and wrongdoings by the ministry as well as some collectives and individuals.

The Party delegation of the ministry committed a series of wrongdoings during their tenures, which were not only systematic but also long-lasting. These actions resulted in significant losses in terms of time, human resources, and to the State budget. Furthermore, they led to severe and hard-to-rectify consequences, causing public concern and tarnishing the reputation of both the Party organisation and MoLISA.

The Politburo and the Secretariat said Dung, a member of the Party Central Committee, Secretary of the ministry's Party delegation and Minister, had violated the principle of democratic centralism, the Party’s regulations, the State’s laws, the regulations on things that a Party member is banned from doing, the responsibility of setting good examples, and working rules. He had relaxed leadership, direction and management, thus enabling the ministry and some of its collectives and individuals to commit many violations and shortcomings, causing very big losses and waste to the state budget, leading to serious and difficult-to-remedy consequences, stirring public concern, and hurting the reputation of the Party organisation and MoLISA.

Meanwhile, Chuyền, as member of the Party Central Committee, Secretary of the ministry's Party delegation and Minister, had violated the principle of democratic centralism, the Party’s regulations, the State’s laws, the regulations on the things that a Party member is banned from, the responsibility of setting good examples, and working rules. She had also relaxed leadership, direction and management. That enabled the ministry and some of its collectives and individuals to commit many violations and shortcomings, and infringe legal regulations during order placement and creating conditions for the AIC company to engage in bidding packages, thus causing big losses and waste to the State budget, leading to serious and difficult-to-remedy consequences, stirring public concern, and eroding the reputation of the Party organisation and MoLISA.

The Politburo decided to give a reprimand to Dung and a warning to Chuyền. The Secretariat decided to issue a reprimand to the Party delegation to MoLISA in the 2016 - 2021 tenure, and a warning to the ministrry's Party delegation in the 2011 - 2016 tenure. – VNS
