Citizens may now use their ID cards to enjoy health insurance-covered medical services
From December 3, when seeking medical examination and treatment, a health insurance participant will be allowed to produce his/her citizen identity card instead of his/her health insurance card stuck with his/her photo.

From December 3, when seeking medical examination and treatment, a health insurance participant will be allowed to produce his/her citizen identity card instead of his/her health insurance card stuck with his/her photo.

Such is one of the salient points provided in Decree 75 dated October 17 which revises some articles of Decree 146 of 2018, detailing, and guiding measures to implement, the Law on Health Insurance.

Accordingly, in case of having health insurance card not stuck with his/her photo, a patient is required to produce an identification document stuck with his/her photo issued by a competent agency or organization, a written certification issued by the commune-level public security office or by the managing education institution in case he/she is a pupil or student, or another legal document proving his/her citizen identity.

Worthy of note, the Decree allows the use of level-2 electronic identification documents for proving citizen identity at health establishments.

As for health insurance premium support, the new regulation specifies a wider group of people for whom health insurance will be covered by the state budget to those who once resided in former resistance bases during the resistance war against the French and the US with personal information updated onto the National Population Database.

It also adds several special groups that are entitled to the state budget’s support for payment of health insurance premiums, including ethnic minority people living in communes in class-II or class-III regions, people residing in extremely difficult villages in ethnic minority and mountainous areas, which are no longer classified as region-II or region-III communes, during the 2016-20 period under the Prime Minister’s decisions and inhabitants in extremely difficult villages in ethnic minority and mountainous areas in the 2021-25 period as certified by the government leader.-
