State-owned press group model to be brought into law
The Ministry of Information and Communications (MOIC) has released a draft revising the 2016 Press Law with six new policies, in which the proposal on development of a state-owned press group model is highlighted.

The Ministry of Information and Communications (MOIC) has released a draft revising the 2016 Press Law with six new policies, in which the proposal on development of a state-owned press group model is highlighted.

Accordingly, the MOIC proposes forming large press agencies that have enough resources to play a leading role in the field of information and communications.

As provided in the draft, the state-owned press group model would comprise a superior press agency acting as the press managing body and other subordinate press agencies or affiliated businesses.

As a government-attached agency or an agency affiliated to an agency or organization under a master plan approved by the Prime Minister, a superior press agency may have one or more than one subordinate press agency or subsidiary business.

According to the MOIC, the development of the state-owned press group model is in line with the orientation for further implementation of the Master Plan on Press Development and Management Nationwide through 2025, for managing agencies and localities that have many prestigious traditional press agencies responsible for leading public opinion.

In addition, the draft also improves the provisions on the scope of information provided by press agencies in order to raise the efficiency of press activities, and set out specific rules on proper development of scientific journals and magazines. Besides, the provisions on revocation of press activity permit and conditions for grant of press cards are also revised in order to improve the quality of journalistic activities and journalists, thus contributing to realizing the goal of promoting a transparent, professional and humane press. Import of print press would also be specified to strengthen press importers’ capacity to appraise imported contents and control information.- (VLLF)
