Hoa Binh hospital’s former director prosecuted in medical incident
The Investigation Police Agency of the Hoa Binh Police Department decided on August 24 to start legal proceedings against Truong Quy Duong, former Director of the Hoa Binh General Hospital, for “lacking responsibility causing serious consequences.”

He was prosecuted for his involvement in a medical incident leaving nine patients dead at the hospital on May 29, 2017.
According to conclusions made by the Hoa Binh police, as Director of the Hoa Binh General Hospital, Duong assigned the hospital’s material bureau and administrative division to carry out a contract on replacing, repairing, and maintaining their RO water filter No. 2.
However, the material bureau and the recuperation division did not report the progress nor implementation methods of the contract to the director.
The provincial police said Duong, in his capacity as head of the hospital, failed to keep a close watch on the work.
Between 2015 and 2017, he did not issue any documents assigning specific individuals with the responsibility for the RO system, as well as stipulating the maintenance and repair of the filter system.
On May 29, 2017, 18 patients suffered from symptoms of anaphylactic shock, including difficulties breathing, sudden blood pressure fall, stomach aches, and vomiting while receiving kidney dialysis at the Hoa Binh General Hospital’s Department of Intensive Care. Nine patients died in this incident.
According to authorised agencies, unqualified water for kidney dialysis and equipment that was not maintained or operated in line with a regulated process were the causes of the incident.–VNA
