The Inspection Commission of the Party Central Committee held its 28th session from July 24-26, focusing on violations of regulations committed by several units and individuals.

HÀ NỘI — The Inspection Commission of the Party Central Committee held its 28th session from July 24-26, focusing on violations of regulations committed by several units and individuals. 

According to the commission’s statement on Friday, one of the cases considered at the meeting were wrongdoings committed by the Standing Board of the Party Committee of the General Logistics-Techniques Department (General Department IV) under the Ministry of Public Security. 

The commission concluded that the Standing Board of the Party Committee of the General Department IV had violated the principles of democratic centralism and working regulations and showed a lack of responsibility and lax leadership, resulting in multiple violations in the management and use of land and public assets, including the illegal sale of assets, land, including military land and land use rights. 

Specifically, Lt. Gen. Lê Văn Minh, member of the Central Public Security Commission, Secretary of the Party Committee and General Director of General Department IV, must bear the responsibility as the top leader of the unit for the wrongdoings and mistakes of the Party Committee’s Standing Board, and personal responsibility for his own mistakes in performing his duties and tasks. 

Lt. Gen. Bùi Xuân Sơn, former member of the Party Committee’s Standing Board and former Vice General Director of General Department IV, must also be held responsible for violations committed by the Party Committee’s Standing Board, and take the main blame for legal violations and mistakes in the management and use of military land that he was tasked with overseeing. 

Lt. Gen. Bùi Văn Thành, member of the Central Public Security Commission, Deputy Minister of Public Security directly in charge of General Department IV, former member of the Party Committee’s Standing Board and former Vice Director General of General Department IV, must bear responsibility for the violations committed by the Party Committee’s Standing Board of General Department IV.

Thành violated the principles of democratic centralism, showed a lack of responsibility and leadership, thus letting many wrongdoings and mistakes happen at General Department IV. Inspections also revealed that Thành had violated regulations regarding the protection of State secrets and working regulations at the Ministry of Public Security.

He signed documents proposing the sale of a number of military properties and land plots that he was not authorised to do and were against the law.

The Inspection Commission stressed that the violations committed by the Standing Board of the Party Committee of General Department IV and by Lt. Gen. Lê Văn Minh and Lt. Gen. Bùi Xuân Sơn were serious, while the wrongdoings committed by Lt. Gen. Bùi Văn Thành were very serious, causing losses to the State and harming the reputation of the Party and the public security sector, and thus required disciplinary measures. 

At the same time, three other officials must also bear responsibility for violations at the Party Committee’s Standing Board of General Department IV, as well as for their personal wrongdoings and mistakes in performing their assigned duties and tasks. They are Lt. Gen. Nguyễn Văn Chuyên, Vice Secretary and Chairman of the Inspection Commission of the Party Committee of General Department IV, and Vice Director General of the General Department IV; Lt. Gen. Ksor Nham, member of the Standing Board and former Chairman of the Inspection Commission of the Party Committee of General Department IV, Vice Director General of the General Department IV; and Lt. Gen. Vũ Thuật, former Vice Secretary of the Party Committee and former Vice Director General of General Department IV.

Their violations should be investigated and handled in line with regulations. 

Also at the meeting, the Inspection Commission decided on disciplinary measures to be taken against the Standing Board of the Party Committee of the Air Defence-Air Force Service under the Ministry of Defence and related individuals, whose wrongdoings had been confirmed at the Inspection Commission’s previous meeting. 

Accordingly, the commission issued a warning to Lt. Gen. Nguyễn Văn Thanh, former Secretary of the Party Committee and former Political Commissar of the Air Defence-Air Force Service. 

The commission proposed that the Party Central Committee’s Secretariat consider punishment for Sen. Lt. Gen. Phương Minh Hòa, former member of the Party Central Committee, former Vice Director of the General Political Department of the Việt Nam People’s Army, former Vice Secretary of the Party Committee of the Air Defence-Air Force Service and the Service’s former Commander. 

The commission also asked the Standing Board of the Central Military Commission to hand out disciplinary measures to the Standing Board of the Party Committee of the Air Defence-Air Force Service (tenure 2010-15).  

The commission asked the Politburo to consider disciplinary measures for Lt. Gen. Bùi Văn Thành, member of the Central Public Security Commission, Deputy Minister of Public Security, former member of the Party Committee’s Standing Board and former Vice Director General of General Department IV for his wrongdoings as mentioned above. 

The commission also called on the Politburo to discipline Sen. Lt. Gen. Trần Việt Tân, former member of the Central Public Security Commission and former Deputy Minister of Public Security, for his irresponsibility and lax leadership during his term of office, and also for signing documents in violation of regulations protecting State secrets, causing very serious consequences. 

Another case tabled for discussion at the meeting were violations committed by the Standing Board of the Party Committee of Trà Vinh City in the southern province of Trà Vinh. 

The Inspection Commission held the view that the Standing Board of the Party Committee of Trà Vinh and related officials had committed serious wrongdoings in implementing the Party and State’s policies to improve housing conditions for people who had made contributions to the revolution.

Those violations must be examined and handled accordingly. 

Other items on the agenda were reports on the inspections of and enforcement of Party disciplinary measures regarding the Standing Boards and Inspection Commissions of the Party Committees of Tuyên Quang and Quảng Ninh provinces, along with the outcomes of inspections of other units and individuals. — VNS
